Usually you have to disclose information in a way that’s required by your employer’s internal procedures (these will usually be outlined in your employment agreement, or you can ask HR). Sometimes you may be able to tell an appropriate authority outside of your employer, such as the police, the Serious Fraud Office, a government Minister, or the Ombudsman.
You may approach an outside authority if you have reasonable grounds to believe the head of the organisation may be involved in the wrongdoing; it’s urgent you disclose the information or it’s an exceptional case; or you’ve disclosed the information under your employer’s internal procedures and 20 working days have passed without action being taken. All public sector organisations need procedures for disclosing information.
