You can and want to work your agreed hours but your employer can’t give you work, or a suitable and safe place to do it.
You can’t access the workplace because of restrictions not directly related to your own workplace and out of your employer’s control (road closures, risk from nearby structures, evacuation due to fire, flood or tsunami risk), or your usual mode of transport is unavailable.
You (or your dependant) are sick or injured and can’t work.
