A collective employment agreement covers two or more employees. It’s negotiated by one or more employers, and one or more unions acting for the employees. It can cover anyone who is 1) a member of the union that negotiated it *and* 2) your job must be within the agreement’s scope. It can be joined by extra unions and employers if the collective agreement specifically lets this happen.
All new employees who are covered by a collective agreement get the minimum employment conditions and terms set out in the agreement.
Non-union members can bargain collectively with an employer, but these negotiations can’t end in a collective employment agreement, only the same or nearly the same individual agreements. If there’s no collective employment agreement covering your work, or you’re not a union member, you and your boss have to negotiate the terms and conditions of an individual agreement.
